Minted around Thanksgiving 1986, it took the perseverance of Senator McClure before the Senate passed the bill authorizing it. It essentially preserved the value of silver in the US because before the minting, the government wanted to sell the silver in the National Defense Stockpile. McClure’s bill however provided a way of re-using the silver stockpile while preserving the value of silver and even increase its appreciation.
